Attention, cargo transporters: from August 23rd the Mandatory Municipal Travel Record must be completed

In a matter of days, the Mandatory Municipal Travel Registry for land cargo transportation companies will come into force. We tell you all about this new measure of the Ministry of Transportation.

As of August 23, the Mandatory Municipal Travel Registry will come into force for public service companies of land motor transport. This was announced by the Ministry of Transportation with Resolution 20223040045515 of 2022.

The Mandatory Municipal Trip Record must be completed through the National Registry of Cargo Dispatches (RNDC) system, which must include all information on transportation operations carried out within the same municipal area. That is to say, all movements whose origin and destination are within the municipal radius of action, both in rural and urban areas.

Where can the Mandatory Municipal Trip Registration be done?

The Mandatory Municipal Travel Registry must be managed by the cargo transportation companies. For this purpose, the RNDC has made available the official website rndc.mintransporte.gov.co through which companies must include all the information requested regarding their transportation operations.

To access the Internet portal, companies must register in the system and create a user. These operations may be carried out from any browser such as Internet Explorer, Firefox, Google Chrome and Safari, among others.

Step-by-step to complete the Mandatory Municipal Travel Registration:

The RNDC interface is designed to display a menu with multiple options that will allow users to carry out the Mandatory Municipal Travel Registration process from start to finish, through various actions such as generating the municipal remittance, completing the municipal travel registration, verifying compliance with the municipal travel registration, cancelling registrations, and even consulting information on the website.

In case the company needs to move merchandise within the municipal radius, the cargo generator must go to the Municipal Travel Registry. To complete this process the user must perform the following steps:

1. Register Municipal Shipment

– Select the ‘Register’ option from the drop down menu.

– Select the ‘Municipal Remittance’ option.

– Enter the sequential number assigned to the remittance. This code can include both numbers and letters and is independent of the company using the system.

– Complete the requested fields as required, such as the characteristics of the merchandise, product, place of loading, type of operation, load generator and place of unloading.

When entering the requested information, the interface will display the option ‘save municipal remittance’. The user must select this option to have the filing number of each municipal remittance. The system will also allow the user to register an additional remittance or print the saved municipal remittance.

2. Municipal Trip Registration

– Open the menu and select the ‘Register’ option.


– Select the ‘Municipal Trip Registration’ option.

– Fill in the requested information using the consecutive number of the mandatory municipal trip record.

– Fill in all the requested fields: characteristics of the merchandise, owner, vehicle, driver, value of the municipal trip, shipments.

3. Fulfill the Municipal Record

– Upon delivery of the merchandise at the unloading site, the ‘comply with Municipal Trip’ record must be filled out. To do so, the user must go to the ‘comply’ option and choose the option ‘Fulfill Municipal Record’.

– Type the consecutive number of the municipal record to be processed, the system will display the information that the user must contrast with the information of the record to be fulfilled. Both must match.

The RNDC system also allows you to ‘cancel municipal remittance’, ‘cancel municipal registration’ and ‘cancel municipal registration fulfillment’. All options are available when you pull down the menu.

Mandatory Municipal Travel Registration: as of August

The Mandatory Municipal Travel Registration becomes mandatory as of August 23rd, according to the resolution issued by the Ministry of Transportation.

This registry, which must be managed by the transport company, “corresponds to the information of cargo transport operations in the municipal radius of action, its urban areas (urban trip) and its rural areas (rural trip) belonging to the same municipal capital”, can be read in Resolution 20223040045515 of 2022.

With this measure, and through the RNDC, the Ministry of Transportation seeks to keep a more detailed record of the movements of the public freight transport sector. The objective is to compile sufficient information to follow the evolution of the sector and identify the actors with the greatest impact to facilitate decision-making regarding public policies in the future.
