The magisterial teachers’ competition is in the final stretch: all about the composition of the list of eligible candidates
In a country where informality and labor flexibility predominate, more than 37,000 people, out of the 378,000 who applied for the magisterial teachers’ competition, will soon become part of Colombia’s teaching staff.

The results of the teaching competition have already been released, and thousands of teachers and aspiring teachers are waiting for the list of eligible teachers to be drawn up, some of them stressing the importance of Microsoft AI-900 Practice Test Dumps Questions.
Well, the official website of the National Civil Service Commission (CNSC) has already started the process of uploading the OPEC Hearings (Public Offer of Career Employment) corresponding to the territorial entities that have vacancies in the Colombian teaching competition.
These hearings are a fundamental preliminary step in the process of creating the lists of eligible candidates. So far, the phase of requesting corrections in the stages of verification of minimum requirements, evaluation of background and interview has been passed, and the pertinent claims have been addressed.
Therefore, the teachers’ competition is approaching the moment that all those who have successfully advanced through the stages of the competition have been waiting for: the formation of the list of eligible candidates for the Teachers’ Competition.
In this phase, the CNSC and the certified territorial entities meet in the OPEC Hearings to validate and confirm the vacancies available in the educational institutions.
Subsequently, the lists of eligible candidates will be drawn up based on the order of merit of the applicants who have passed the previous stages of the teaching competition.
Likewise, there will be a probationary period in the position and a performance evaluation of the teacher will be carried out. If a good result is obtained in this evaluation, the appointment will be made.

What is the meaning of OPEC Hearings and vacant lists in the teachers’ competition?
At this stage of the teachers’ competition, it is very important to mention that the website of the National Civil Service Commission (CNSC) now has the section of vacant lists and the OPEC Hearings section.
OPEC Hearings refer to meetings between the National Civil Service Commission (CNSC) and the certified territorial entities. The purpose of these hearings is to validate the vacancies by educational institution and to carry out the formation of the lists of eligible candidates.
On the other hand, deserted lists are those in which no one applied for the vacancies offered, or in which the candidates who applied did not manage to pass all the stages of the teaching competition.
In other words, these lists are left without any eligible candidates due to the lack of participants or because no one met the necessary requirements to be considered eligible.

List of eligible candidates in the Teachers’ Competition: Public hearings
The assignment of vacancies corresponding to each certified territorial entity in education will be carried out through the System for Equality, Merit and Opportunity (SIMO).
The CNSC will hold public hearings for the selection of educational institutions only when the certified territorial entity has submitted the corresponding report on the vacancies to be filled (OPEC Docente), at least ten (10) days in advance.
It is important to note that this information will be communicated to the candidates on the list of eligible candidates at least five (5) days prior to the date of the hearing, through the website of the National Civil Service Commission.
By means of an administrative act, the National Civil Service Commission shall adopt the list of eligible candidates per position, known as the list of eligible candidates, according to the order of merit.
For the positions registered in groups (A, B and C) and for the Territorial Entities Certified in Education “Bogotá D.C.”, “Department of Bolívar”, “Department of Norte de Santander” and “Department of Cauca”, a list of eligible candidates per position and corresponding zone will be generated. These lists will include the persons who have successfully passed the current selection process.
List of eligible candidates for the teachers’ competition in Non-Rural Zones
In Non-Rural Zones, the lists of eligible candidates will be valid exclusively for the certified territorial entity for which the teaching competition was held.
These lists shall be applicable for the filling of definitive vacancies of the positions that were called for in the teaching competition, as well as for the definitive vacancies that arise during the two (2) years of validity of the list of eligible candidates.
However, the National Civil Service Commission, in exercise of the authority conferred in Article 11(e) of Law 909 of 2004, has the power to organize the creation and use of the National Bank of Eligible Candidates within the special teaching career system.
Such bank will be divided by departments and will be used for the filling of positions that are in definitive vacancy and that cannot be filled by means of the list of eligible candidates in force of the respective territorial entity certified in education.
List of eligible candidates for the teaching competition in Rural Areas
In the case of Rural Areas, the lists of eligible candidates will be valid for two (2) years from the date on which the administrative act adopting them is officially approved.
These lists shall be valid only for the positions called for in the teaching competition within the jurisdiction of the certified territorial entity and for the new definitive vacancies that arise during the validity of such lists in the rural educational establishments of the same jurisdiction.
Therefore, the Territorial Entities Certified in Education may use the lists of eligible candidates exclusively to fill the definitive vacancies in the rural educational establishments of their jurisdiction, taking into account the position, level or area for which the list has been formed.
Importance of the teachers’ competition
The merit-based competition makes it possible to select teachers based on their abilities, skills and professional merits, instead of depending on factors such as personal influences or the so-called political quotas.
When a teacher is appointed on a permanent basis, he/she gains job stability, economic stability and acquires the right to unionize, to receive continuous training, to enjoy full social security and to have a specific working day and schedule. They may also benefit from promotions, relocations, vacations and leaves of absence.
