The immersion of private enterprise in public contracting

At present, the private business field has turned to public procurement as an alternative for economic and professional growth, going beyond their experience gained over the years in specific areas and challenging themselves by putting it at the service of the public market.

Competing becomes intriguing, a challenge to reach the end of this race where only one proponent is the one who gets the triumph, to be a contractor of the Colombian State.

There is a huge market, a whole world of needs to be solved for state entities. There are currently more than 15 thousand entities, both public and mixed, that must resort to contracting both individuals and private companies for their proper functioning; goods and services that require constant coverage, contracting objects ranging from the most sophisticated and technological construction to the supply of office supplies, cafeteria, stationery, among many others.

But what happens internally in these companies before a hiring process begins? Like any preparation for an important event, this is how the work environment becomes.

To take the first step and go out into this competitive market, several internal details must be adjusted, the organization of an exclusive department to develop this activity, learning the stages, types of processes, ways to access them, established times, are just the first steps of the whole road that must be traveled for the proper functioning and implementation of this contractual exercise, as well as the formation of a whole team that goes in tune with this new business challenge.

The training of human talent is fundamental, molding the perception that the worker has of public contracting is an important part of the whole process.


The constant study and training of the collaborators and professionals of these private companies becomes the heart of this project, but without leaving aside the role played by their managers.

Their managers are the ones who must be pioneers and provide an example of commitment, responsibility, motivation and participation, a total articulation of all the areas and axes that make up these companies.

Experience is a fundamental part of this process. As a company we have the good faith to have it, but it is not as easy as it is believed. How do we publicly prove our ability to bid, that is where the work done by the chambers of commerce of the country and their competence to legally generate the Single Registry of Bidders (RUP) that will become the letter of introduction when participating, the resume of the Colombian entrepreneurship, makes great sense.

Organizing all the labor practice of long years is a tedious process, but of great importance. The information contained in the aforementioned registry allows us to be potential candidates in a hiring process, it is what will determine whether or not we have the professional and economic capacity.

It is also an effective tool to verify the status of the company, its organizational axis, as well as to legalize its financial status.

Immersing oneself in the world of public procurement involves the direct relationship of the company and its collaborators with the different platforms provided by the State, fundamental tools in the procurement exercise that also provide a part of transparency around the development of these processes so questioned in the country, often flawed and immersed in corruption.

In 2015, with the launch of the SECOP II platform, by Colombia Compra Eficiente, the way to access all types of contracting processes was revolutionized, suppliers were given great participation, the opportunity to integrate directly, sign contracts electronically, access to the entities obliged to use this tool and free access to their history and annual procurement plan.

This interest of private companies to be linked to the state contracting breaks the myth that this is only applicable to public companies, places in a balance all the extremes of the labor market, forces all interested parties to adapt to the achievements and challenges that the day to day presents us and especially to delve into the so accelerated virtual space, to be at the forefront of what this offers, to make the employee’s obligations more flexible, also allowing their continuous training to generate an advance and total knowledge of the process that is to be carried out successfully.

One of the great business challenges is to visualize the state as a potential client, to break the paradigm of difficulty, low profitability and corruption, the latter for very obvious reasons of history and the current panorama of our country, but it is also the responsibility of private sector entrepreneurs to take hold of the public sector, make it work articulately, transparently and continue taking steps towards the total elimination of this phenomenon, being clear that corruption is not above the law and that there can be a good execution of the contracts obtained.

Public procurement is today a business issue that is gaining strength and is a great attraction due to the amount of resources that are handled around all types of existing processes. The boom is so great that it has become a standard for the financial life of companies, which see in this market the opportunity to expand their commercial relations and, consequently, increase their assets and encourage the personal and professional growth of all their collaborators.

Finally, after making the determination to initiate this challenge of immersion of public procurement in the private sector, it is of vital importance that this is an area fully constituted with solid foundations and pillars, trained and willing to operate in all fields of action, articulated at the time of carrying out a process and of course with the clear objective, expanding experience and procurement of resources.

It is only in this way, setting a precedent of structured work in the company, that you are ready to go to the state market successfully completing each process, expanding the scope of the products or services provided and significantly increasing the commercial relations of the private company to which you belong.
