Attention, citizens: the DIAN will launch a new platform to file the 2023 income tax return

The entity announced that, as of September 18, a new version of the web interface for the 2023 income tax return will be launched, in which users will pay the tax corresponding to the taxable year 2022. The platform will be available for users of natural persons, with the objective of making the process more accessible and understandable for all citizens.
Everything about the new platform for the 2023 income tax return
The National Tax and Customs Directorate (DIAN) is working on its platform, in order to facilitate the 2023 income tax return process for Colombian citizens. Recently, the entity has made other updates with the same purpose.
One of the most recent changes is the simplification of the account authorization process and the adjustment of the user login process for online services, as well as password recovery, in order to make access easier for users. At the end of July, the necessary modifications were also made to simplify the authentication process for accessing the portal.
The portal will be launched on September 18 and will feature modifications to increase the usability of the interface and facilitate navigation in general. Although the entity has not shared specific details of the modifications, those users who must file income tax returns will receive detailed information and training on the new platform adjustments.

The Director General of the DIAN, Lisandro Manuel Junco Riveira, highlighted the importance of these adjustments and stated the following: “With these improvements, we are facilitating voluntary compliance with tax obligations and we are committed to providing taxpayers with a more comfortable and user-friendly experience”.

The news left the taxpayer community in Colombia with concerns about the launch date. Users have expressed their dissatisfaction in the comments of the publication made by the entity on Twitter, due to the fact that the interface will come into force at a date later than the deadline that many citizens have to file their 2023 income tax return.

According to the calendar established by the entity, while the due dates of the tax calendar begin on Wednesday, August 9, the platform will be operational on September 18.
Thus, several Internet users have described the update as “improvised”, and regret that many citizens will have to use a platform that they describe as obsolete, while others will be able to benefit from modifications designed to ensure better navigation.
In this context, some users wonder whether the DIAN will be able to ensure that all taxpayers enjoy a level playing field when filing income tax returns and using the new interface to comply with their tax obligations.
For now, the expectation around the entity’s decisions is increasing, as more clarity is expected on the interface modifications and on the DIAN’s strategy to handle this transition.

According to the official portal of the DIAN, the due dates of the tax calendar will begin on Wednesday, August 9 and will end on Thursday, October 19.
The filing of the 2023 income tax return is mandatory -and must be made through the platform provided by the entity- for those who meet the following conditions:
- A gross net worth exceeding $171,018,000 as of December 31, 2022.
- Gross income equal to or in excess of $53,206,000 throughout 2022 (with an average monthly income of $4,433,000).
- Make credit card purchases in excess of $53,206,000 during 2022.
- To make total purchases and consumptions that are greater than $53,206,000 during the year 2022.
- To make bank consignments, deposits or financial investments that add up to a total accumulated value greater than $53,206,000 during the year 2022.
- Be liable for Sales Tax (VAT) at the end of the year 2022.
Please note that this obligation applies to natural persons and illiquid successions resident and non-resident in Colombia that meet certain income and net worth criteria.
